Luisa has extensive experience working with rural power cooperatives on GPON and XGS-PON network design, engineering, and construction, conducting feasibility studies essential for financial forecasts, designing greenfield fiber-optic networks, and integrating fiber-to-the-home best practices with legacy systems. In her previous role as Funding Director, she engaged legislators, state and local leaders, and municipalities to discuss deployment strategies and funding, analyzed and advocated for legislative broadband policy, and translated data insights into compelling narratives to communicate key findings. In 2021 and 2022, Luisa led a team that secured over $300 million for power cooperatives and rural deployments across several states.
As the Broadband Manager in the Information Technology Department for the City of Oakland, Luisa focuses on integrating fiber assets for city-wide broadband, developing cross-departmental use cases for transportation and WAN networks, advancing Smart City initiatives, and guiding efforts surrounding Oakland’s Broadband Master Plan. She is deeply passionate about future connectivity, the long-term impacts of federal, state, and local initiatives, and ensuring the sustainability of Oakland’s fiber assets to serve the City and its communities for decades to come.
