About me
Bryan W. Horn serves as the Director of the Virginia Department of Housing and Community Development. He brings 29 years of business and legal experience to the Youngkin Administration in the fields of residential, commercial and industrial construction, commercial and business litigation, construction finance, construction litigation and alternative dispute resolution. His clients have ranged from a large multinational construction firm to large estates, housing developers, homebuilders, homeowners and individuals. While at his former firm, Horn was a shareholder and director and led its Construction Law and Eminent Domain Law Practices. He also served as its managing director from 2016-2019. Horn received a Bachelor of Science degree (with honors) in physics from Roanoke College and a J.D. and LL.M. from Duke University’s School of Law. While in private practice, he was regularly profiled in Virginia Super Lawyers magazine’s “The Top Attorneys in Virginia” and in Virginia Business magazine’s “Legal Elite.” Horn maintains the highest rating available from the Martindale-Hubbell Law Directory. He has been a speaker and presenter for industry groups, construction law and eminent domain conferences and seminars.
Horn is also actively involved in his community. He is also a member of the 2016 Class of the Sorensen Institute for Political Leadership at the University of Virginia.
